INFORMATION

The following is a report on actions taken or underway on Cambodia
from September 15 through 12 midnight, September 21.
Military Operations:
? Ground. Enemy harassment continues. The FANK attempt
to reopen ,Route 6 between Skoun and Kompong Thom met significant
resistance and remains stalled. The level of ARVN activity in
Cambodia remains low.

Psychological: Lon Nol September 21 paid a surprise visit to Cambodian
forces which have been stalled by VC/NVA resistance south of Kompong Thom.
Our Embassy believes the visit will have a beneficial effect on morale as
well as toning down press reports that the Cambodian forces are "trapped"

Diplomatic and Political Developments
? 1. Polish Views on Reconvening ICC. We have re-
ceived an optimistic account from the Indians, and a
pessimistic one from the Canadians, about Polish reactions
to a proposal that the three ICC members meet in New Delhi.
According to the Indians, the Polish Foreign Minister
"speaking personally" indicated Poland would not object
to a mating to discuss ,general matters such as finances;
discussion of reactivating the Cambodian ICC could be held
as part of such a meeting although the Poles would not agree
to a meeting specifically on Cambodian questions. The

Canadians, however, were told in Warsaw that while Poland
would attend a meeting on finance and other general questions
such a meeting could not discuss reconvening the Cambodian
ICC.
2. French Position. The French Ambassador in Phnom Penh,
just returned from consultations in Paris, confirmed that
French policy remains unchanged. Agr4ment will not be given for
a new Cambodian Ambassador in Paris, but Ambassador Dauge will
remain in Phnom Penh.
3. Yugoslav Position on Cambodia. Ambassador Swank has
suggested that it would be useful if the President, during
his visit to Belgrade, has an opportunity to raise the question
of Cambodia with Tito. The Ambassador points out that the
hasty Yugoslav recognition of Sihanouk's exile government resulted
more from Tito's long-standing personal relationship with
Sihanouk than from a Yugoslav policy judgment about the stability
or neutrality of the Lon Nol government, and suggests that a
description of the situation in Cambodia by the President,
emphasizing popular support for the GOC and its efforts to
maintain a neutral'posture, might eventually influence the
Yugoslav position.
4. Visits by Foreign Minister, Chief of State. Foreign
Minister Koun Wick will visit Washington Sept. 24-26. He will
be received by the Secretary Sept. 25. The Minister also has
speaking engagements scheduled in Los Angeles and San Francisco
Oct. 1 and 2.
The Canadian Government has turned down a proposal that
Chief of State Cheng Heng visit Ottawa following his appearance
at the 'UN 25th anniversary commemoration in October. The
Canadians softened this rebuff by informing the Cambodian
Government of Canadian "resumption of normal relations" with
the Lon Nol government. (As Canada has no diplomatic relations
with Cambodia, we were not aware that there had been any in-
terruption in "normal relations."

MILITARY OPERATIONS
Ground. Harassment of outposts, roads, and Operation CHENLA forces
continues. These forces, involved in a FANK attempt to reinforce Kompong
Thom and reopen Route 6 between Skoun and Kompong Thom, met significant
resistance at the enemy stronghold of Tang Kauk and have been stalled
for several days. Naval craft involved in the effort to reinforce Kompong
Thom (Operation KAUKTLORK) left Kompong Thom on the 21st carrying refugees
to Kompong Chhnang. The level of ARVN activity in Cambodia remains low.
