Approved a temporary lease of a UH-IN helicopter for General Torrijos' use until Panama's actual purchase of the same type helicopter in the fall. (1259) Senator Goldwater's Participation in the Paris Air Show. Recommended that Senator Goldwater again be designated personal representative of the President to the Paris Air Show. (823) Convention for the Suppression of Unlawful Acts A ainst the Safety of Civil Aviation (Sabotage Convention. Approved for Presidential signature the Proclamation regarding this Convention aimed at the prosecution of persons committing certain terrorist acts against civil aviation. Further approved a low-key announcement explaining the Convention. (363) FY 74 MAP for Taiwan. Informed the Secretary of Defense of the President's reaffirmation of his decision to eliminate Military Assistance materiel grants to Taiwan in FY 1974. (208) Assignment of Foreign Service Officers to Vietnam. Forwarded to the President an information memorandum from Secretary Rogers reporting on State's program to strengthen post-ceasefire political reporting from Vietnam by assigning Foreign Service officers as political reporters in provincial capitals. (180) Presidential Meeting with Representative G. V. Montgomery. Informed David Parker that there was no substantive requirement for the President to meet with Representative Montgomery to receive a report on the latter's recent trip to Vietnam. (223) Implementation of US-USSR Bilateral Agreements. Forwarded to the President the Under Secretary Committee's third quarterly report on the continued progress and implementation of the US-USSR space, health, environment, science and technology and incidents at sea agreements signed during the Moscow Summit.
