KISSINGER 'T'HROUGH: GENERAL HAIG FROM: Jeanne W. Davis SUBJECT: Status of Planning for Secretary Connally's Trip Secretary Connally has approved the schedule for his trip at Tab A and the wheels are in motion. Only the Latin American governments have been notified (telegram at Tab B), but telegrams are going to our Embassies in other capitals today instructing them to approach the host governments. You will note that the original telegram described the purpose of the trip as for discussions on matters of common concern, with emphasis on international economic polio and problems. In subsequent telegrams, this was revised at Secretary Connally's request and with State's Acquiescence, to "emphasis on current inter- national political and economic issues. " State is preparing briefing books which are promised for noon on Friday, June Z. The books will contain: -- talking points on the Moscow Summit; -- talking points on the Peking Summit; talking points on bilateral issues; background papers on key issues; biographic sketches. ON-FILE NSC RELEASE INSTRUCTIONS APPLY We will receive advance copies of the papers, and our staff men will prepare briefing memoranda from you to Secretary Connally on the two summit meetings and for each area he will visit. We have also asked CIA, for brief papers on the political, economic and security situation in each country. Secretary and Mrs. Connally will fly to Biscayne on June 5 to meet with the President, and the rest of the party will join him there on June 6 for the departure. The party will consist of: Secretary Connally Mrs. Connally Assistant Treasury Secretary John Hennessy James Donley, Secretary Connally's Press Officer Sam Hoskinson, NSC A State Department officer familiar with Southeast Asia Robert O'Bannon, Treasury Administrative Officer Parker Borg, State Department Secretariat Officer Two Treasury secretaries Twelve Secret Service agents I understand Under Secretary Irwin is calling Secretary Connally to try to get more State Department people included in the party. The President plans to announce the trip, and we hope this can be done on Friday, June 2, since it will probably begin to leak from the host governments. We are coordinating a draft announcement with Treasury and State, which will come forward to you tomorrow.
