Its objective was an in-depth analysis of the program and the institutional and organizational context within which it evolved. The goal was an analysis that would not only break new ground and add to our understanding of this program but, hopefully, also produce some new and useful hypotheses concerning its past evolution and future trends. My understanding is that this study, which was initiated in April of 1970, had to be set aside when the major effort on 11-8-70 began because the people involved in the study were needed in the preparation of the N1E. Now that the work on the NLE has been completed, I believe the special study of the SS-9 should be restarted. It is still my desire that the study undertake an in-depth analysis of Soviet decision- making processes and illuminate the major factors that appear to have influenced decisions on the 55-9 program. It was part of Andy Marshall's effort to produce an improved product for you. Before the study was finished, the people involved were swept up in the preparation of NIE 11-8-70. The results already obtained were incorporated in the N1E. The study can be restarted. It should be refocused to emphasize those parts of the original effort that promise to force the intelligence analysts to break new ground as far as methods of analysis and in- sights into the decision-making context within the 55-9 program has evolved. Unless pushed, CIA is not likely to innovate. Andy Marshall is available to continue the guidance and monitoring of the study.
