We believe it would be more useful for Sir Robert to sound the post-August 15 atmosphere in Phnom Penh and recommend that he postpone his trip there until the 19th or so. "I will then stop over Singapore two days to write report and possibly see Lee Kuan Yew if he has returned from Ottawa for Southeast Asia roundup.
