Topics covered.should include the following: STATE -- Internal Cambodian political developments. Any steps toward negotiations taken by the Cambodian parties. - nipinrnatir pffrrrts iindertakerl by the rarnbnelian grrup?rrirrtprif and positions taken by other governments in respect to the situation in Cambodia. -- Diplomatic steps by the United States. ? The political and security situation in Phnom Penh and elsewhere in the country. ? Steps taken by the Cambodian government to strengthen its administrative capability and its capability to resist the enemy. -- Significant economic developments in Cambodia. . Specific indicators of the economic situation including such factors as POL and rice stocks. -- Specific U.S. economic assistance efforts and such efforts under- taken. by other parties. . The political and security situation in areas of Cambodia under the control of Cambodian government and in areas under Commu- nist control. ? The military situation. -- Evidences of North Vietnamese and Khmer Communist intentions. The foregoing list of topics is illustrative. Additional topics which you believe would enhance the usefulness of the report in conveying a compre- hensive appraisal of the situation and in identifying problems which may arise should be included. It is recognized that there may be some dupli- cation in the reporting from the Departments but the list has been developed to assure completeness. Any problem areas identified in which U.S. assistance is indicated should be specifically highlighted together with possible courses of action. The current post-ceasefire report and other reporting associated with the Vietnam settlement should continue. ??? Henr A. This will be particularly important after August 15 but it would be advisable to get it started now as a means of identifying shortfalls and problems. . The attached memorandum requests a report three times each week which will cover the essential elements of information in a way similar to the reports we have had on our previous major actions in Southeast Asia.
