SUBJECT: SNIE on the Muslim Uprising in the
Southern Philippines
As you know, Mr. Kissinger has directed that a NSSM be issued an
the Muslim uprising in the southern Philippines. The draft of this
1~'SSM is now being prepared. In the meantime, I believe it woixld
be very useful to have CI,A. prepare a Special National Intelligence
Estimate (SNIE) on this situation and' its implications for U, 5. policy.
The SNIE can form part of the docuxnentat~i:on which will be needed
for the NSSM and for further consideration of it by the SRG. A
draft memaranduan from you to the Dixector of the Central Intelligence
.agency requesting this SNIE is at Tab A.
Recommendation:
That you sign the memorandum at Tab A.
