UBJE CT: Article in New York Times Regarding the Possible
I IRV Ban
After reading the New York Tuxes article of January 15, 1970, by
John Finney which discusses a possible .IR V balm, the President
reiterated in the strongest terms that G..Dvernment officials must
refrain from public speculation on sensitive issues under considera-
tion by the National Security Council. He stressed that continued
violations of this directive will result in the establishment of more
restricted participation.
The President has also reaffirmed in the strongest terms his
directive of September 1, 1969, requiring clearance of policy
statements with the white House and of resolving borderline cases
in favor of clearance.
