The two most important decisions with respect to the effective
mentation of the President's reorganization of the intelligenc-e)?
community are:
-- Is Helms to be replaced now (or in the Spring' after
his sixtieth birthday)?
- If so, what are the characteristics of his replacement?
These may be questions now under consideration.
If Helms is replaced, I suggest:
I would hope so.
? -- That the new DCI be brought in from the outside.
- Be someone the President likes and trusts personally.
-- Have strong management capabilities. If he has some
intelligence background that is a plus, but not essential.
It will be important to brief a new DCI before he takes over. Prepara-
tions should be made for a meeting between HAK and a new DCI.
I hope that you are involved in this matter if it is an active issue.
