These may be questions now under consideration. If Helms is replaced, I suggest: I would hope so. ? -- That the new DCI be brought in from the outside. - Be someone the President likes and trusts personally. -- Have strong management capabilities. If he has some intelligence background that is a plus, but not essential. It will be important to brief a new DCI before he takes over. Prepara- tions should be made for a meeting between HAK and a new DCI. I hope that you are involved in this matter if it is an active issue.
