NEGROPONT Ambassador Porter's Plans for the Next Plenary Ambassador Porter has sent you a message regarding the next plenary in which he proposes to deal at greater length with the "contradictions and complexities" inherent in. the concept of a tripartite Government of ? National Concord (Tab B). DOS, DIA, reviews completed. Alternatively, as the GVN delegation intends to concentrate on "General Giap's" errors, Porter says it may be preferable to say only that the other side should comment on the GYN presentation and, in order to save time for that purpose, Porter would forego a formal statement. This is not the first time that Porter has proposed skipping a formal presentationand it is obvious thathevrants to vary the routine a little bit. This is clearly not the time for innovative tactics at the Paris plenaries and I have, therefore, drafted for your consideration a cable which suggests to Porter that he indeed make a formal statement at the next plenary, however brief, and that at some point he be certain to once again reaffirm the May 8 peace terms.
