To keep you up to date on our plans, we have instructed our Charge in Nicosia to contact the Soviet Ambassador there urgently to work out a mutually acceptable site for our talks tomorrow. We have told him that we are prepared to have the talks on US grounds or to alternate them between the US and Soviet Embassies. We have also ej V1 said that the Presidential Palace appears to be dt acceptable site if the Cypriots offer it. 2. The Charge is also to discreetly inform Makarios of the talks Monday morning and seek GOC cooperation in arranging the physical set-up. 3. The Secretary may make a courtesy call on Makarios while we are there. 4.
