Cambodia Economic Situation
Per our conversation, attached is a draft backchannel to Cooper, which
would elicit his thoughts on the outline of a study to address problems
lie
over the next year which/may identify and also his views on Embassy
staffing in the economic area.
We have asked State to include the outlines of the study question in
instructions to Cooper. State understands that we will hold up on the
NSSM study until we hear what Cooper has* to say. Green is sending a
message to Cooper with instructions.
RECOMMENDATION:
That you approve for dispatch the attached cable to Cooper. John
Negroponte and Phil Odeen concur.
