OF THE DEMOCRATIC REPUBLIC OF VIETNAM. U.S. DEFENCE
SECRETARY MELVIN LAIRD HAS OPENLY DECLARED THAT THE
"RESTRICTIONS" WHICH HALTED THE BOMBING OF NORTH VIETNAM

OF THE AGREEMENT AND BACKED OIJT OF THE SCHEDULE FOR
