"THE COUNCIL DEBATED IN PARTICULAR THE SUSPENSION OF MILITARY AID TO TURKEY BY AMERICA AND THE QUESTION OF THE ARMS EMBARGO AND UNANIMOUSLY CONCLUDED THAT THIS ACT BY AN ALLIED COUNTRY REPLY OFFEND ' S_H.
