SUBJECT: C. L. Sulzberger's Desire for a Visa to
Travel in China
On May 17 you received a cable from Ambassador Watson (at Tab C)
indicating that during a luncheon conversation with New York Times
journalist Cy Sulzberger he was .^kpd if you had received any word
regarding Sulzberger's application for a visa to travel in the PRC.
Watson indicates ho was unaware of any help on our part for
Su]zher-e;er' y visa request. As well, we have been unable to find
any record of a "boost" for this man in our files. We do know,
however, that the issue of a visa for Sulzberger did come up during
]axe IWlansield/Sott ?telks -with Chou En-lai. We are not certain who
raised the issue with the Chinese, but Chou at any rate appeared
reasonably responsive.

Should you wish to assist Sulzberger via the Watson channel- -as you
recently did for Henry Grunwald of Time--at Tab A is a message
which can be sent to PRC authorities in Paris requesting consideration
of Sulzberger's application. At Tab B is a backchannel message for
Ambassador Watson alerting him that a request regarding Sulzberger
will be coming along shortly through the regular State channel.
Recommendation:
That you give C. L. Sulzberger a boost in his application for a visa
to travel in the PRC by approving the messages for Aassador
Watson at Tab A and Tab B. A
