I have discussed your possible return to the U.S.
with the President and he does not believe that it will
be necessary for you to return during the period he will
be at the Western White House. The President is paring
his schedule to absolute minimum here in order to get
sonic rest. He is deferring all but most urgent items.
Consequently, we have just decided to defer NSC consideration
of the French pager until later in. September. You may
wish to consider consultation on this paper in
conjunction with your pro.aosed trip to Canada in
pternher at a ooint in time after we have returned to
Washington. In the meantime, I will k.ne,,-, you appraised
of the progress of they paper so that you will have an
opportunity to express your views in a timely fashion.

BEING MADE ON RELATIONS WITH THE FRENCH ON MILITARY MATTERS.
.2. IN VIEW OF THE IMPORTANT BEARING THIS MATTER WILL HAVE
ON THE BASIC DIRECTION AND SCOPE OF THE WHOLE SECURITY ENDEAVOR
HERE AND THE CAREFUL BALANCE THAT MUST BE STRUCK, I WOULD LIKE
TO HAVE THE OPPORTUNITY OF CONSULTING ON THIS AT AN APPROPRIATE --
PREFERABLY EARLY -- STAGE, EITHER IN PERSON OR BY MESSAGE. BEFORE
THE PRESIDENT TAKES A DECISION ON POLICY, I WOULD LIKE TO DISCUSS
THE MATTER WITH HIM.

WITH THEM ON THEIR PROPOSED FORCE REDUCTION, AND OUR COUNTER
PROPOSAL.
4. WOULD BE GRATEFUL IF YOU COULD SUGGEST WHEN AND HOW CON-
SULTATION MIGHT OCCUR, SINCE THIS INFO WILL HELP IN PLANNING MY
FORWARD SCHEDULE.
