DIRECTIVE
The President has ordered a ten per cent reduction in certain
civilian and military American personnel overseas w- all those directly
hired by and under employment contract to the U. S. Government. A
separate directive encompassing the same general principle will be
issued for the intelligence community. In general, the reductions
should be on a country-by-country basis. The reduction should be
implemented With sufficient flexibility to take account of national security
priorities and special local problems, without prejudice to the overall
objective of 10 per cent.
The reduction should be based on the assumption that BALPA
cuts have been completed, and that earlier programs of reduction
which have been approved have also been carried out.
These reductions do not apply to U. S. military forces
committed to NATO or in Berlin, to forces stationed in Korea or in
Vietnam, or to units stationed elsewhere in Southeast Asia that acre
directly engaged in related military operations. The exception in these
areas does not, however, apply to U. S. direct-hire civilian personnel
working with our military commands there.
Peace Corps Volunteers, but not administrative personnel, are
also exempted.
The reductions should commence as soon as possible, and
must be completed during FY 1970.

The President has directed the Under Secretaries Committee to
carry out this directive and to report its plans to him as soon as possible.
It should report by September 30 the exact measures taken, with quarterly
reports thereafter.
The Committee should also consider means of reducing the number
of foreign personnel hired locally by U. S. agencies abroad. Special study also
should be given to means of reducing U. S. contract personnel whose contracts
are not directly with the U. S. Government.
Attention should be given to the political problems raised by cuts
in U. S. personnel in Thailand.
