U NATIONAL SECURITY COUNCIL WASHINGTON, D.C. 20506 November 18, 1971 MEMORANDUM FOR The Secretary of State The Secretary of Defense The Director of Central Intelligence ON-FILE NSC RELEASE INSTRUCTIONS APPLY SUBJECT: Horn of Africa (Reference: National Security Study Memorandum 115) In view of the passage of time, and of intervening developments such as Emperor Haile SelassieTs visit to the People's Republic of China and the attempted communist coup in Sudan, the NSC Interdepartmental Group for Africa is requested to review its response to NSSM 115 and prepare a brief memorandum updating it. The effect of PRC aid on our interests in Ethiopia and on suggested policy options is of particular interest as are any other recent events on the Horn which the IG wishes to bring to the attention of the Senior Review Group. The update should be prepared by the NSG Interdepartmental Group for Africa and submitted to the NSC Senior Review Group by December 1, 1971. .Henry .
