L SUBJECT: Reported Strike Against Cuba Havana radio is reporting that a commando group coming from "the north" Tuesday night attacked a small fishing village on Cuba's northeastern coast. According to the reports, the group machine- gunned the village of Boca de Sama in Oriente Province from two speed boats before heading back out to sea. Two Cubans allegedly were killed and four injured in the attack. The broadcast blamed the attack on "the government of the U. S. and its henchmen. " CIA as yet has no additional information on the incident. FBI is checking its sources in Miami with regard to the activities of exile groups in the area but also had no reports on an exile operation in progress. AS A RESULT OF THE TREACHEROUS ATTACK, A 32-YEAR-OLD CUBAN COMMUNIST PARTY MILITANT AND OFFICER OF THE MINISTRY OF THE INTERIOR WAS KILLED. KISSINGER ~C ~ 21971 J. F. Lehman SUBJECT: Mark-up of Foreign Aid Bill 6. MAP for Latin America was limited to 10 million. 85 million in supporting assistance for Israel was added. 4.. Support assistance cut from 768 million to 614.4 million. MAP cut from 705 million to 565 million. The Senate Foreign Relations Committee today did the following to the Foreign Aid Bill: 1. Devtslopment of assistance cut 20%. 2. 250 million for Pakistan was approved. A Cooper-Church amendment was attached and approved--we do not have the text but it is reportedly a mild one..
