KISSINGER FROM: ARNOLD NACHMANOFF SUBJECT: Report on Situation in Cuba Bebe Reboso sent to Al Haig the attached letter to the President from Manuel J. Reyes, a prominent member of the Cuban exile community In Miami. He is characterized ,s extremely anti-eastro and is well-known for attempting to stimulate US action against Cuba. In 1969 he provided information to Babe Reboso alleging the existence of missile bases in Cuba. In his present letter Reyes reports receiving information that the Cuban people are now ready to mount an insur- rection against the Castro government. The latest SNLE on Cuba, completed in May, and other currant intel- ligence information indicate that while there is discontent in Cuba, there is no real prospect of a popular uprising or major threat to Castro's power. Although Reboso's note indicates an acknovAsdgement is necessary, I have attached for your signature at Tab A a brief letter thanking him on the President's behalf for sending on the letter and informing him that we are following the Cuban situation carefully. G. Rebozo, I sent you to the Key Biscayne White House, the first in- formation that I had received of the Russian military in- crement inside of Cuba. Time has proved that such informa. tion was valid. At that time, I felt it was my duty to give you such an in- formation as a proof of the solidarity that should exist among all the nations of the American continent defending our freedom. And particularly, because of the traditional friendship that has always existed between your country and mine. Today, I feel it is my duty as a Cuban, to let you know that my country is ready to fight against the tyrannical communist regime that tries to subjugate it. This week it has been con- firmed to me. For twelve and a half years Cuba has suffered an apocalyptical lash. Now my country, small in figures, but great in the quality of its citizens, is ready for an insurrection. In June of last year, the first symptoms of this situation were starting to show. For this reason, our great mutual friend, Dr. Eduardo Zuleta Angel, a Colombian of great per- sonality and myself, presented to the Organization of American States on June 25, 1970, the enclosed document, that shows the actual condition of the Cuban people. I again presented this document when I was officially in- vited to testify before the Security Counsel of the OAS on November 24, 1970. Seven nations were present, including the United States, represented by Mr. Harvey Summ. Thousands of so called tech- nicians and foreign communist soldiers, with modern war inuip- ment, are intrenching there more each day, leaving their foot- prints in our land. This letter, before God 4nd before history, is being sent to you and your worthy country with great respect, not as an appeal, because liberty cannot be begged for....but as the sincere expression of a country that has always been and will continue to be your friend and that in the final hour, which is so near, is wilting to throw the enemy from Cuba, no matter how. Mr. President, I want you to know that the United States will always have the gratefulness of the Cuban country, recipro- cating the wonderful hospitality extended to us when we needed it most.
