Country Programming
The President's decision in the attached NSDM to implement a
country programming process on selected countries reflects his
continued concern that our policies and programs for key countries
be designed and coordinated to fulfill the foreign policy goals of his
Administration. As you will note, for most of the countries selected,
the successful implementation of tie Nixon Doctrine is especially
important.
With regard to security assistance his decision constitutes an
elaboration of responsibility and not a change in that policy.
The purpose of the interagency Country Programming Memoranda
(CPMs) is not to deal with the details of the various programs but to
identify the few key policy and program issues and to analyze the
effects of alternative ways of resolving these issues. To insure that
trade-offs among major program areas are considered, each CPM
should provide a comprehensive appreciation of our overall program
effort.

The Secretary of State, after consultation with the Secretary of Defense,
should select a single individual as chairman of each of the CPM inter-
agency committees dealing with a specific country. Where indicated by
the importance of Defense programs in the country, the nature of issues
involved, and the availability of personnel, the chairman should be from
the Department of Defense.
The CPM,Working Group will provide overall direction to assure that
key policy issues are identified and that the effects of policy programming
alternatives receive sufficient analysis. Primary responsibility for
preparing each CPM rests with the committee chairman of each country
and those assigned by each agency to assist him. The chairman of the
CPM Working Group will consult with the committee chairmen to assure
a similarity in analytical approach and in presentation. The CPM Work-
ing Group will develop guidance for the handling in the CPMs of issues
requiring analysis of programs in more than one country.
The CPM committees should meet as soon as possible to initiate the
FY 73 CPMs.
