The U. S. side is of the opinion that there may, in principle, be
some positive possibilities in the proposal for a meeting suggested
by Mr. Ismail in his message. However, this approach also raises
some complexities that are difficult to explain adequately in a message.
We would propose, therefore, tha eet with Mr.
Ismail in Cairo. on. February 10, 1973, to explain in person the
best mode for Mr. Ismail's proposed trip to the U. S.
