THE WHIT( HOUSE
WASHINGTON
February 17, 1971
MEMORANDUM FOR:
THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Conununist Deliveries through Cambodia for
VC/NVA Forces in South Vietnam
The President has requested that your recent analysis
of past Conununist deliveries of war supporting material
through the port Qf Sihanoukvil-le be prepared in a
format suitable, for wide public dissemination on an
unclassified basis.
The precise manner and timing in-which'this material would
.be used is not firm, but presumably would be in the near
future to highlight the logistic problems facing the
North Vietnamese as a result of the closure of Sihanoukville
and their relevance to the current operations in Laos.
It would be helpful- if appropriate briefing charts,
statistical tables and maps could accompany your suggested
text. I would appreciate it if you could provide this
material by February 22.

5ihhanoukville and the war in south Vietnar=i
or. .issiager' s co.teztents on Sihhanoukviile during the
morning staff u:eetiny seemed most effective.
'as you know, the intellige=nce cox:ununity has more than
l;iw,000 pages of detailed and highly reliable data on the
scope and nature of the Cox unist's logistics activities
carried out through Cambodia to support VC;fx~i'V~ forces in
south Vietnam. The recent CIA reports on this matter pro-
vide a startingly new and long-overdue insight into the
importance of Sihanoukville.
` iie docui tinted large-scale Cor zninist use of Sihanoukville
adds even greater brilliance to the Pri:;sident' s deci -ion
to enter the Cambodian sanctuaries last Sprint. It has
significant relevance to current operations in Laos, atid
in yay view could add a new dimension of public confidence
is tiie current Laotian operation.
I recommend that CIA be tasked with providing the White
douse with bacnup charts and data necessary to give this
key strategic issue the full public illumination wi-ijch it
deserves. If you concur, I will be pleased to draft a
hero to CIA.
