President Kannda'a reply to a query we sent hiss via
concerning what his position will be on recognition.
The reply is about what we expected. Kaunda feels he must
sit on the fence for the time being. We hope he does take the
position "he wants to take" in the OAU. It parallels our own.
We are awaiting Mobutu's reply to a similar query.

ICaunda indicated to Mark Chona, Presidential adv sor,
that he will continue to maintain an outward policy o neutrality
on the Angolan issue. He has given instructions that the
Government of Zambia will not recognize any movement it
11 November. He has subsequently noted that if the 6 )position
to the MPJA seems to have significant support, he mig it be able
to join such a group; but he could not afford to lead it.
