The Secretary: I noticed that President Kaunda has reacted in a way
totally unprecActed by AF. I
I think this will be the reaction of the other Africans
too. You guys have the Africans 'pegged all wrong. They act in foreign
policy as they act in domestic policy.
? Now on Zaire, how can we communicate with Mobutu in a reliable
way?
Vance: Well, as you know, I took the Charge
the meetings. So they know.
The Secretary: We must get an Ambassador out there fast.
Vance: I agree. These goodies will help rub off on him too. Meanwhile
we can communicate through these two guys, and he's expecting us to.
The-Secretary: What decisions do we need to make now?

Vance: Narcotics.
The Secretary: Well, they've taken care of the Turks now.
Eagleburger: Hays says the people are changing their minds.
Two ofthem told him they would switch their votes next week if it came
up. We really should have done better on the Republicans. He thinks
he can get movement next week.
The Secretary: How?
Eagleburger: He didn't give any specifics.
The Secretary: Do we have anything else? Please be sure to keep me
informed.

Ingersoll: I have to testify next week on Zaire.
Vance: He was delighted on the financial offer. And I put it to him with
no conditions. So he'll invite in the IMF. I think we should now tell
the banks and go to the Hill for the $20 million in aid.
The Secretary: (reading cable handed to him by Sisco) Shall we send
this to Hussein?
Sisco: Yes, we sent it two hours ago.
The Secretary: Are you sure they're likely to vote for it in September?
Sisco: No, I'm not sure. You can get six in September if we have an
interim agreement and a Middle East package up there it will go forward
I think.
Eagleburger: Is the Charge out there any good?
Vance: Yes, it's changing Sunday.
Eagleburger: Who is it?
Vance: Walker. After the two visits I think he's OK.
Eagleburger: I thought we weren't going to do that. It worries me on
the basis of what I knew four years ago about Walker.
Cutler: The trouble comes if it is time to go see Mobutu. He really
doesn't have the seniority.
The Secretary: We can't get an Ambassador out there before September now.

Eagleburger: I knew Walker four years ago. He was very bright but
he could go off like a rocker in other directions.
The Secretary: Why did we do it?
Vance: The number two guy is worn out.
The Secretary: I've been here for three years, who's replacing me?
Cutler: Cutler is at least an activist.
The Secretary: All right. I need a recommendation for the President.
Vance: We should not lose sight of the need to get enough FMS. We'll
get to work with PM on it.
