MEMORANDUM FOR MR. PRICE
Subject: Jack Downey - Prisoner of the Chinese Communists
The problem of the incarceration of Jack Downey and
other Americans in Communist China has been a tough and
longstanding one. This was the earliest and it has been the
most persistent topic of negotiations between ourselves and
the Communists since the mid-50s. In 1955, we negotiated
an agreement which provided for the repatriation of most
Americans, but the Chinese Communists have insisted that
it does not apply to the remission of jail sentences of those
held prisoner, and we have been unable to budge them from
this position. The effort continues, and will be raised.,agaixn
at the forthcoming Warsaw meeting.
Incidentally, I assume that Mr. Duffy is broadly aware
of our efforts in behalf of Mr. Downey, since Mr. Downoy's
friends have been in regular touch with the Department of
State.
