D.C. 20505 PUBLIC AFFAIRS Phone: (703) 351-7676 The Director of Central Intelligence, Mr. idilliam J. Casey, appointed Dr. Robert M. Gates to be Chairman, National Intelligence Council effective 1 September 1983. In this . position Dr. Gates serves as the DCI's principal adviser on intelligence analysis and directs the preparation of all National Intelligence Estimates prepared by the Intelligence Community. He also administers the Council, which includes. the National Intelligence Of~fice.rs. and ~~ssociated Analytic Group. Dr. Gates continues~to serve concurrently as Deputy Director for Intelligence of the Central Intelligence Agency. As such, he directs the Central Intelligence Agency's component responsible for all analysis and production of finished intelligence. He assumed this position in January 1982. Dr. Gates joined the Central Intelligence Agency in 1966, serving successively as current intelligence analyst,, an the staff of the Special Assistant to the Director of Central Intelligence for Strategic Arms Limitations, and as oae of two Assistant National Intelligence Officers for Strategic Programs. In 1974 he was assigned to the National Security Council Staff. After a total of nearly six years at the NSC serving three Presidents, Dr. Gates returned to CIA in January. 1980 to head the Strategic Evaluation Center but shortly thereafter was. named Executive Assistant to the Director of Central~Intelligence. In November 1980 he .was apointed National Intelligence Officer. for the.USSR. In March 1981 he was appointed Director of the Executive Staff and in July was named~to headsimultaneously a n.ew Office of Policy and. Planning. In November 1981, the Director asked Dr. Gates once again to become National. Flemming Award, which i~s presented annually. to the ten most outstanding young men and women in the Federal Service.
