I read your article in The Natian?of 20 January.
Apparently there has been some disconnect between my
understanding of what I said at New Haven and your inter-
pretation of it. To begin with, I never have ackno~rledged
"rewriting Agency reports.to meet the requirements of policy."
That is the furthest thing from my intent. Let me also
point out that your ultimate recommendation that the CIA be
disbanded and political intelligence be given over to the
State Department would expressly place intelligence under a
policy maker. The principal reason for having a CIA analytic
function is that it is the only place in the governr~ent where
such work can be divorced .from policy making.
Beyond that, I certainly didn't intend to say that ure
vrere "virtual 7y at [war: " There are sore [words i n my text
about being at war t~rith narcotics traffickers andinternational
terrorists, but that is all.
To help clarify these things i am enclosing a copy of the
