My thanks for this public support which, unfortunately,. stands out in its uniqueness. The media, in its usual way, is busy looking for all the problems and controversies and overlooking the accomplishments and plans. Despite what they say of the problems out here at the Agency, things are moving along nicely. I am making those changes which seem essential at this time despite the fact they are upsetting to some of the old hands, but. we most move ahead. The personnel management policies here simply have not been bringing along the younger talent that we need and we must clean out enough to make room at the top or we simply will not have the CIA in five or ten years. All in all, there's broad consensus within the Agency on the directions we are going. It will just take time to calm people down. The kind of support you've given us, however, will help a great deal in doing.just that.
