MEMORANDUM FOR:- Morning Meeting Participants
SUBJECT: Meeting with Admiral Turner
I had an opportunity to talk with Admiral Turner this morning
.and he gave me some insight into his feelings about matters relating
to contacts with the Congress. Since they concern you I wanted to
share them with you:
a. The Admiral expects me to be kept
informed regarding any material. which is sent to
him that relates to the Congress; therefore, if it
is a matter which should not necessarily be routed
through this office, we should at least have a drop
copy of your communication to the Director.
-b. Regarding congressional breakfasts;
the Admiral does not want to unduly burden all of
you and feels that in most instances he can handle STAT
these sessions himself with Participation by
Hank Knoche and if they are available
and want to be involved. Since this is a clarification
of my comments this morning about congressional
breakfasts, I thought you should be aware of it. For
the Tuesday Freshman breakfast, I think you can work
on the basis that only Hank Knoche and STAT
need to participate unless you hear tot e contrary.
