Senior Review Panel
SUBJECT ' NFIP Guidance for FY 1984
1. With respect to your attachment, "Items for. Emphasis
in FY 1984 NFIP Guidance," enclosed with your memorandum of
16 November 1981 on the subject, the Senior Review Panel has
the following comments:
a. Production (paragraph 1 of attachment). The
proposed guidance should be made more explicit ' The
number of analysts and linguists may not be as important
as their quality--including their background, education,
training, linguistic ability, and the like. Analyst re-
quirements should be stated in terms of the area/subject
and specific language qualifications needed. Special
attention should be given to analysts that may be re-
quired for basic sciences and technologies as analytical.

b. Collection.

improve our ability to verify present and possible future
START agreements through new or improved collection con-
cepts and means? Greater openness or controlled "on-site"
inspections, even if agreed, may only increase the require-
