The scope of the Strategic Defense Initiative has placed large demands upon the entire Intelligence Community. At the DCI's request, after last summer's off-site conference, I asked LtGen Abrahamson to provide us with a prioritized list of SDIO's intelligence requirements so that the Intelligence Community can adequately respond to the requirements in a balanced fashion. I nave just received the formally submitted SDIO intelligence requirements from LtGen Abrahamson and I am forwarding a copy to you. While many similar SDI-related intelligence requirements have been levied upon us, the SDIO document provides the total scope of requirements as well as additional detail or emphasis, priorities of the various topics from the SDIO perspective, and suggests a number of new topics. 2. On behalf of the DCI, I am requesting that you review the adequacy of our capabilities to detect, analyze, and forecast Soviet actions and developments as they relate to the US SDI. Please review our capabilities to respond to the SDIO intelligence needs, identify collection and/or production gaps, identify issues that should be addressed at the senior level, and suggest improvements from your particular perspective. We are addressing this request simultaneously to the principal production components (CIA, DIA, etc.), the DCI Production and Collection Committees, and other committees and components that we believe are impacted by SDI intelligence requirements. We recognize that this approach will lead to some duplication, but we want to ensure the broadest possible Community response. This document will form the foundation from which more detailed SDIO requirement statements will be developed over the next year. Your top-level review should be performed now comparing the SDIO requirements as they have been submitted with the Intelligence Community's existing capabilities to meet them. Some of the submitted SDIO requirements may differ in perspective from those that are documented in detail by other intelligence consumers. For example, while intelligence products are urgently needed by the SDIO to influence many research decisions and directions taken between the present and the early 1990s, they need the best estimates of Soviet force capabilities and performance characteristics primarily for the time frame of possible US SDI deployment (early 1990s through 2000). These requirements emphasize the need for collection of Soviet R&D and early field testing, multidisciplined analysis and projection of probabilistic estimates (as opposed to point estimates) on future Soviet forces. The variety of desired intelligence products (discussed on page 2 of the SDIO document) and desire for lowest possible classification may also differ from other consumer needs. Please sort your responses into the following four classes and designate to what degree the requirements can be satisfied within each class: a. Meeting requirement. Resources (collection, analytical, etc.) currently exist and are adequately allocated to address requirement. b. Potential to meet requirement within a year or two. Could allocate or redirect programmed resources if necessary to address requirement in the near term. Indicate modifications needed to more fully satisfy requirement. c. Potential to meet requirement in a few years. New or modified collection systems, analytical techniques, etc., could be acquired within several years using existing technologies to address requirement. New collection and/or production techniques need to be developed and/or additional resources are required. Your reply should address at least the subcategory level of detail as defined in the US FIRCAP (for example: category: 3.0 Military; subcategory 3.3 Offensive Forces) but can go into the more detailed topics if necessary. Your reply should also address the five key topics highlighted by LtGen Abrahamson in his cover memorandum. The SDIO document has identified eight subcategories. F-~ FORMAT: 1. Each addressee should sort requirements into four classes (as defined above) and provide results. Discuss significant findings from your particular viewpoint. 2. Each principal component should review and evaluate existing special groups or arrangements that have been established to provide intelligence liaison and support to the SDIO. Discuss shortfalls, if any. 3 Each production committee, NIO and DIO should provide a list of publications, documents, estimates or other reports and key briefings that have been issued on the SDI subject, and another list of planned research topics. Each collection committee should review its collection activities and provide a list of generic target types against which collection is, can be, or cannot be performed. Discuss shortfalls, if any. 5. Each addressee should identify currently planned activities that are aimed at satisfying SDIO intelligence requirements. 6. If appropriate, identify issues that should be brought to the attention of the NFIB. (For example: SDIO is planning to collect optical signature data on Soviet systems. Some of their programmed efforts have not yet involved the Intelligence Community. What is the best way to ensure that the Intelligence Community is involved in collection and protection of data on Soviet systems?) 7. If appropriate, similarly suggest improvements in procedures, methods, or techniques that could result in greater requirement satisfaction. (For example: Many individual organizations have analytical shops that specialize in specific disciplines. Can we sharpen our focus on multidisciplined analysis efforts?)
