You are cordially invited to a faculty seminar on Congress
and the CIA on November 3, 1988. The seminar will be held in the
Fainsod Room of the John F. Kennedy School of Government, 79 JFK
Street, Cambridge, ?from 4:00 to 6:00 p.m. with cocktails and
dinner to follow.
Discussants will be John Helgerson, Director of
Congressional Affairs for CIA; Thomas K. Latimer, staff director
of the House Permanent Select Committee on Intelligence; Sven E.
Holmes, General Counsel of the Senate Select Committee on
Intelligence; and George Tenet, staff director of the Senate
Select Committee on Intelligence; Gregory Treverton, Director of
European Affairs at the Council on Foreign Relations, will serve
as moderator.
The discussion will focus on Congressional oversight of the
CIA since the formation of the oversight committees in 1976 and
1977. Latimer has served on the House committee staff since its
formation. We will examine how effective Congressional oversight
has been and what is in store for the future. Also to be
discussed is the flow of intelligence from the Intelligence
Community to the oversight committees. Both the Senate and House
have asserted the right to all finished intelligence produced by
the executive branch. The discussants will explain how much
intelligence is now being provided to Congress, how it is used in
the legislative process and how the possession of intelligence by
the committees has affected the foreign policy process.
After brief remarks by the discussants, we will open the
discussion. The discussants will be prepared for questions on
all aspects of Congressional oversight of the CIA, including
covert action and control of the CIA budget.
