3. DDA Quarterly
The DDA's Quarterly Review of the Office of Security will
be held on Monday, 4 February. This review will focus on
PTAS. announced that in the future, the schedule
will be standarized as follows: all presentations will be in
January, April, July, and October and they will always take
place on Wednesday morning. The OS Directorates will make
their presentations in chronological order as follows: P&M -
the first Wednesday in the month, PSI - the second Wednesday in
the month, and PTAS - the third Wednesday in the month. (AIUO)
4. The John Doe Case
I advised staff meeting attendees that an
admitted ma a omosexual, recently fired from the Agency under
the DCI's authority to hire and fire employees, has brought
suit against the Agency. A lower court judge ruled in favor of
the plaintiff, stating that adequate administrative judicial
review was not conducted prior to the employee's dismissal.
The Agency has decided to appeal the decision; it is felt that
this would be a good case to test the DCI's authority to hire
and fire personnel under the provisions of the Central
Intelligence Act of 1949, as amended. (AIUO)
5. New DDA Office
The DDA recently announced the formation of the Office of
Information Technology, effective 13 February 1985. This new
office will be comprised of personnel from the old Office of
Data Processing (ODP), and from the Domestic
Network Division/Office of Communications (DND/OC). It was
determined that there was no office equipped to deal with the
massive flow of data coming into the Agency. This Office will
fill the void and effect a massive integration of computer and
datatechnology. (C) PER 4-82
Temporary Dissolution of ISB-
On"T ursday 31 January, during a meeting with PTAS senior
management, the Industrial Security Branch staff and the Chiefs
of the OD&E and OL Security Staffs, announced the
temporary dissolution of ISB. It h ecome necessary to

I lannounced that no decision was made on the
proposed changes in the federal retirement program; however,
all personnel entering-on-duty subsequent to January 1985,
currently are not covered under any retirement program.
Although the Agency, the State Department's Foreign Service,
and the FBI have all requested a.carve-out on the proposed
requirements due to their personnel's overseas tours and
hazardous duty assignments, there has been no indication of
what direction the changes will take. (AIUO)
