an official proposal.

be addressed in your proposal include:
a. (S/CL-1/NOFORN) Phase I: Who are4."calibrated"
remote viewers? How many are we talking about?' What is an
"extended Wechsler" test?. Where will the testing take place?
How long will the testing take? Who will perform the data
analysis?
b. (U) Phase 2: Why were the Wechsler, Meyers-
Briggs and 16 PF chosen as the instruments? What is the outcome
expectation? Where will the "second group of individuals" be
drawn from?

long will oac~ phase last? What percentage of contract funding
will betassigned to each phase?
(U) Another question is the apparent lack of relationshlip
of the screening approach described in the memo of June 1982'and
,;your,.new approach as stated in the memo of May 1983?
(U) To allow shfficient time for a review of your proposal
and to meet administrative requirements for funding in FY 83, an
expeditious response is requested.
