SUBJECT: Initial Grill Flame Briefing to MG Stubblebine as CG, INSCOPI,
30 June 1981
1. (U) This MER outlines the major points of the briefing I gave to
MG Stubblebine on 30 June 1981. Following personnel attended the briefing:

2. (U) Intl 1 covers the primary points of my briefing and depicts the
status of the program as of 26 June 1981.
3. (U) MG Stubblebine instructed us to ensure that there wore no legal
problems concerning our joint contractual effort with DIA, especially to be
watchful of mixing OM&A and R&D monies as this is forbidden by regulations.
I informed the CG that OACSI was currently researching the problem, and we
would ensure that all aspects of INSCOM's involvement complied with the regula-
tions.
4. (S/NOFORN) I briefed the current plans for FY81 and FY82, including problems
we have had with the contract for FY81. I explained that we still had not
transferred the 130K to DIA because the Army General Consul (AGC) and DoD General
Consul could not agree on the "Human Use Issue." I mentioned that we had received
word from OACSI (MAJ O'Keefe) that Congressman Rose had called the Secretary of
Army about the situation. In turn, the Secretary had called AGC and instructed
that the issue be settled promptly. Although INSCOM is not at fault for the
delay, I pointed out that the excessive delay hurts the program as a whole and
could give the impression of poor project management. MG Stubblebine will
discuss the issue with the ACSI (MG Thompson) on 2 July 1.981.
Regarding FY 82, I explained that our current budget for FY82 will result in a
short-fall of approximately 50K to carry out the recommended work with SRI.
MG Stubblebine felt that end-of-year funds could be used to make up the difference.
5. (U) MG Stubblebine reviewed some of the customer evaluations that we have
received. He expressed the thought that the evaluations were a clear indication
that we were on to something and that work in this area had to continue and be
fully supported. (Evaluations are on file in this office)

6. (U) I outlined our current plans for bringing new personnel on board and
what we had already done in this regard.. The CC fully supported our ideas.
BG Flynn concurred, but reminded all that full-time strength cannot exceed
current task force level (i.e.-9 people).
7. (U) CC expressed strong interest in some of our OPSEC work and wants us
to continue work in that area.
8. (U)_ COL (P) Weinstein recommended that we consider training techniques
that involved work with names of individuals and places.
9. (U) The CG voiced strong support for the program and stressed that we keep
him informed of progress and of any problems we encounter. Meeting adjourned
at 1730 hours.

SOW: NIC 5/27/81
(PSYCHOENERGETICS--THREAT TO U.S. AND POTENTIAL APPLICATIONS)
1. General
The objectives of this effort are as follows:
(1) Continue investigations and other efforts that will
provide more accurate and more reliable remote viewings.
(2) Continue to observe, evaluate and report findings of
foreign psi research.
(3) Continue investigating countermeasures to remote viewing
and other psi phenomena.
(4) Assess the optimum utilization and application of
remote viewing and other psi phenomena to intelligence
functions.
2.0 Specific Tasks (FY'82)
2.1 Bring remote viewing abilities of at least three individuals to
a point where data are at least 60% accurate.
2.1.1 Demonstrate the 60% accuracy, at the close of the year, on a
series of real operational targets.
2.1.2 Evaluate foreign literature and assess how close other nations
are to having a remote viewing capability.
2.2 Review and evaluate all foreign research on psi and prepare a
series of reports on the capabilities of the leading nations.

2.2.1 Evaluate the credibility of foreign psi and report that which
is real and that which is only claimed but cannot be verified.
2.2.2 Give particular attention to those developments in foreign
psi work that show applications potential and which have potential for use
by the military and/or intelligence communities.
'2.3. Examine potential countermeasure to psi phenomena.
'2.3.1 Remote viewing seems to have the most immediate value as an
intelligence tool. It should, therefore, be given the highest priority
in searching for methods blocking its application and neutralizing it as
a collection tool.
12.3.2 The countermeasure tool will be demonstrated at the close of

2.5.1 This data base will be used to do the following ~a'sk.
2.5.1.2 Determine the extent that specific variables have on psi
functioning.
2.5.1.3 Determine which viewers should do which targets at what time.
2.5.1.4 Permit other questions that would affect the operational
application of RV to be answered before a session begins.
2.5.1.5 The data should have maximum manipulability to serve the
needs of personnel involved in RV enhance, applying RV to
operational task and those looking for potential counter-
measures.
2.5.2 Data concerning foreign efforts should also be in this system
and will be used to assess their current capabilities and trends in their
work.
2.6 Conduct experiments in PK that will establish the extent to which
this phenomena is a threat to the U.S. military structure.
2.6.1 Only basic efforts are intended in this initial work.
2.6.2 Validity of claims in foreign PK work should be examined.
2.6.3 Recommend which aspects of PK should be further investigated
in follow-on years. .
2.7 Throughout the contract year the sponsor will provide the
opportunity for doing remote viewing of real operational targets. This
will serve two purposes; to gain needed intelligence and to provide a measure
of the success of the reliability enhancement program.

2.8 It is anticipated that during the contract period there will be
quick reaction tasks approval by the Grill Flame Committee, passed through
the COTR and levied on the contractor. These will be of high priority and
will require prompt attention.
3. Security Requirements
It is expected that a maximum of six SI/SAO billets will be required
to properly support the program. If and when SRI International commences
work on operational situations, it is required that all personnel connected
with operational matters possess the necessary clearances.
4. Deliverables
The contractor shall provide the following.
4.1 Quarterly reports that will highlight accomplishments and resources

expended during the quarter will be prepared and given to the COTR. These
reports will then display the work accomplished and funds expended on the
entire project and each of its sub-projects. The quarterly report will
thus provide the sponsors a current status of each of the task in the project.
4.2 Additional specific reports.
4.2.1 Evaluation of foreign RV capability.
4.2.2 Potential countermeasures to psi phenomena (not including RV).
4.2.3 Series of reports on foreign psi capability.
4.2;4 Intelligence functions and psi.

4,3 Final Report. Brief summary of all work done, results and funds
expended during the contract year.
4.4 Program progress briefing shall be of an informal nature and shall
be held at the end of each quarter. The contractor shall furnish copies of
informal charts, viewgraphs and other aids as may be needed. The informal
briefings shall consist of a contractor presentation and informal discussion
among contractor, funding agencies and other government personnel as appropriate.
4.5 Quick reaction reports as required by the COTR. They will be of
limited scope and deal with subjects of especially high interest and/or
critical timeliness.
4.6 All supporting material, i.e., notes, maps, tapes for this
contract will be made available by the contractor to the COTR and no such
material will be destroyed without written permission.
5. Delivery Schedule
The COTR will insure members of the Grill Flame Committee receive
copies of all deliverables.
5.1 Quarterly Reports: Five copies to the COTR. The first report
is due 100 days after the contract award date and will cover the first
90 days of the contract. Subsequent reports will be due each 90 days
thereafter, i.e., 190 days after contract award, 280 days, 370 days, etc.
5.2 Draft Final Report: Five copies to the COTR within 30 days of
completion of the contract. Comments will be returned to the contractor
within 45 days of receipt of the draft.

5.3 Final Report: Ten copies and a camera ready master to the COTR
within 45 days of receipt of the comments made on the Draft Final Report.
5.4 Program Progress Briefings: Approximately 4 per year are anti-
cipated. Specific times and places will be established by the COTR.
Some briefings will occur in the Washington, D.C. area and may involve
more than one presentation by the contractors.
5.5 Quick Reaction Reports: Number of copies, place and time of
delivery to be determined by the COTR.
5.6 Supporting Materials: Provided to the COTR when requested
during the period of contract performance. All such material will be
finally delivered to the COTR at the same time as Final Report.
