Regarding E012333 every single proposed collection operation will
have to be reviewed to make sure that it does not violate. The issue
is not the evffectiveness of the proposed collection methods but the
nature of the targets, which means regardless of what you think
about remote viewing, you still have to pay attention.
Regarding HHS guidelines on Human Subject Testing, "you appear to
be using human subjects for research purposes" You must follow the
guidelines and obtain appropriate consent forms and approvals. Not
onerous, but does add an additional bureaucratic layer.
Asked bout FOIA and Privacy Act requests: Files: You are right to
document everything you have to the letter.
