SESSION SUMMARY: The target vehicle arrived at the location at 10:40 AM. I feel that is was either a van or a work/panel truck. As it was entering the ramp to the parking area, it almost hit a woman in a uniform. The wind or breeze had blown either her hat off of her head or a paper from a number of items she was carrying. As she reached for the item/hat, she swung around in front of the vehicle. The vehicle braked and began to slide a bit due to it's instability and the angle of the ramp. The concept of "handicap" is associated with the vehicle; either the vehicle had handicap license plates or it parked, or made an attempt to park, within a handicap only parking space. The driver was very thin (almost gaunt) with dark brown or dark auburn hair. His side burns were long and cut at an odd angle. He wore a small hat reminiscent of a typical golfer's style hat. There was a second individual but I couldn't latch on to an image of him. He felt almost "disguised". Four individuals were immediately involved with this event. The perception was that these persons were from very different cultures and places in the world. There was a consistent perception or feeling of an "asian" connection. Likewise, the concept of members of a former eastern European country's secret police or "goon" squad was perceived. I felt no connection with an Iranian or Iraqi group nor one with a drug cartel organization. The individuals left the vehicle (and the parking area) after spending several minutes in it and left by separate methods/ways.
