surrounded by a clearing in trees, near a body of water. There is a
single, dark complected male person in it who is working the radio, and who
is (at least socially) isolated and bored.
The base station acts as a "message center" or "middle man" for the
ship and other entities, passing on instructions, directions, warnings,
messages, info, etc., and receiving messages from the ship. The "warnings"
appear to often deal with actual locations of law enforcement assets.
