SUMMARY OF INFORMATION
USMC LTC William (M .c.1-0 Higgins remains projected to be
t,,,,,L1 from captivity during the week of 31 july 1988 to e
August 1988 (as of this date - 2 August 1983). Higgins is
currently located at Bsaba (ENCLOSURE 1);; he will be released
along the southern outskirts of the Beirut Ityternational Airport.
The Syrians play a role in recuperating Higgins. Higgins will
then be brought to an embassy he is expected to abide by
procedures set forth by the UN.
Rudolf Cordes and Frank Reed will be released soon following
the release of Kiggipriiii. Robert Polhill will then be released
soon thereafter and, will be followed by Alan Steen and Joseph
Cicippio. Edward Tracy is located five miles north of the
military barracks 0.iiiurrounded by the Syrians). There is
contradictory reporting on the location of\Butheriand who' appears
to be both in the Begaa Valley on the one hand and north of the
Lary barracks with Turner.
i-urther refinement of information related to the I.s0.1-eli
hostages indicate the hotel located at Red Number Si. (ENC.:1 .... OSURE
2), with the brown garage type building bearing the Red Letter
located at Red Number 2 (DAM .... OSURE 2). the Israeli hostages
have also been located in the area at Red Number 3 (ENCLOSURE 2),
The Israeli hostages will be released as a result o-F pressure

remains lerry Anderson whose release is currently projected for
the middle of September 1988.

Cl? Secretary General of the United Nations, Ku]. or was in the
company of Mrs. Higgins. Iran vs. Iraq and the hostage situation
were the primary objectives. Maurice began by stating the Col.
Higgins will be taken out of Lebanon sooner than ever (will be
released soon). Also, coming into play is the release of the
other hostages. Higgins will retreat into another country either
Egypt or Anesia (not the U.S.). However, he will be debriefed
and reoriented elsewhere. the U.S. delegation will see to it
that Col. Higgins stays within the guidelines of the UNited
Nations treaty of how other hostages were kept. Col. Higgins
does not realize data (have iiThforiThatiOn) on other hostages.
Cordez and Reid supply most of the ilMforalatiOno Maurice then
begins to explain that Cordez and reid will get out and Pohil
will be out after them. Ciccipio and Stein are touch and go wtih
Tracy following. The U.N. Treaty shall be honoured soon. Treaty
soon with Iran and Iraq. This will still not be the end of the
proID lems but Iran will be less threatened. The hostages will
fail out soon. Col. Higgins release - 31 July August. Cordez
and Reid will come out together. Pohill willi come out alone.
Southeriand Nate, anderson will come out in a group. Tracy will
come out alone. Ciccipio and Stein will come out together.
Jesse Turner was brought up for discussion. Maurice concentrated
on the relase of the other hostages. Col. Higgins starts the
releaSe. Military berricks - Cordez and Reid will be let out.
Pohil will then be released . Traey oLcurs later on. Tracy will
be last or next to last . Ciccipio and Stein will be let out
rather early. Tracy, Southerland, and Turner last. Nate will
come out after others. He will know others are safe and secure
Col. Higgins near Internationsi Airport. Hostages talk
to man with plates Z. The focus was then on Quansit Hut where
there is a desire to be out. Bsaba. East of Airport? Higgins
will be released this week - Airport Road. He is in the
viscinity of the Airport. Syrians pick him up in the southern
viscinity of airport. The Syrians will help. Reid and Cordez
are currently located in the viscinity of the military berricks
where the is a closehold situation or status. Reid and Cordez
Closehold because Syrians are nearby. Put Tracy in this
vascinity also. Put Tracy 5 miles north of military berricks - 3
to 5 other military European hostages also. Tracy receives
communication . 5 miles south Ciccipo, Stein in Pi cow valley
and are in bad shape. Southeriand i5 reportedly here. He could
be placed near beruit. Point 3 Bekka Valley. Southeriand's
location in Beruit is in two places. Pohill - Sheight room -
two by two garden next to him. It is a low and dark place and
Pohill will stay there until his release. ARAWSHAH. Logistical
support area. Put Southeriand as with Turner in Bekka Valley.
Turner is North. Southeriand at this time is in 1. Bekka Valley
2. Turner. He does not know yet. The CI team will know what we
are talking about. He is Healthy, not liked, and there is much
movement. First location - Hotel, Transport, Quasr Al ADL..Brown structure with red T lettering on the side of the building
. We did not mislead with the knowledge we provided EH:7.)m the
information we got today it took 3 weeks to get information.
