Staff Writer
A woman's body found floating in
the water off St'. Mary's County two
weeks ago was identified yesterday
as a student pilot from Annapolis
missing for more than a month.
The state Medical Examiner's Of-
fice confirmed through dental
records that the badly bruised and
decomposed body found Nov. 11 was
Rosa Maria Tames Gonzales, 30.
Investigators were unable to con-
firm the identity of the body until
Ms. Gonzales' dental records were
sent from her native Spain.
Police said there is no evidence of
foul play. Ms. Gonzales apparently
died from internal injuries sustained
in the crash.
However, the investigation will be
kept open until the wreckage is
recovered. Authorities believe that
she crashed in the Chesapeake Bay
but do not know where because
small airports do not require flight
plans.

A city alderman called for im-
provements to Forest Drive in
the wake of an accident that
killed an Annapolis man and his
Alderman Carl O. Snowden, D-
Ward 5, said the stretch of road
between Chinquapin Round Road
and Hilltop Lane has no side-
walks and is unsafe.
"We need to be able to have a
path for people that will make it
safe for people to go to and from
Forest Drive," he said. "It's just
a matter of time before we have
another fatality."
The accident Wednesday was
the second fatal pedestrian acci-
dent in the city this year. In both
cases, the victims were hit while

Kenneth J. Campbell, 35, of ,20
Silopanna Road, was driving with
his headlights off when his truck
hit Mr. Hicks, of 1786 Belle Drive,
and his dog in the fast lane of
Forett Drive, according to police.
The impact threw Mr. Hicks
and the dog 30 to 40 feet, police
said.
Mr. Campbell posted a $5,000
bond and was released from jail
yesterday. District Court Judge
Joseph P. Manck refused to low-
er the bond at a hearing yester-
day.

Mr. Hicks' girlfriend of 20
years, Sheila Venerable' said she

Firefighter loses

A city firefighter fired for sexual
misconduct lost his plea yesterday to
postpone his dimissal until his ap-
peal is decided. ,
- Robert T. Thomas was fired effec-
tive yesterday, but he'll be allowed
to keep his medical benefits until his
appeal of administrative charges Is
completed, a county Circuit Court
Judge ruled. . , - ?

Mr. Thomas is the only public
'safety officer fired since seven were
disciplined Nov. 1 after a city probe
into sexual misconduct.
- Administrative charges against Lt.
-Kenneth Rowe were withdrawn

-remains on paid suspension pending

- The city charges that Mr. Thomas
engaged in sexual practices while on
duty, said Samuel Brown, the veter-

Ms. Gonzales had been missing
since Oct. 4 when she took off from
Lee Airport in Edgewater on a solo
training flight.
She was scheduled to fly to Sum-
mit Airport in Delaware and then to
Easton Airport before making the
return flight.
But investigators could never con.
firm she actually arrived or took off
from either airport. They believe she
crashed during the return flight.
No one apparently witnessed the
crash because no one has come
radar at 2:18 p.m. about seven miles
north of -Millington near the Dela-
ware border.
Boaters discovered the body float-
ing just off Point No Point in St.
Mary's County on Nov. 11.
The National Transportation Safe-
ty Board, which investigates all ac-
