(S/NF) PURPOSE: The purpose of this effort is to continue basic and applications research in the field of psychoenergetics. S G1B 2.0. (S/NF) BACKGROUND: 2.1. (S/NF) Over the past 15 years, DIA has followed the field of psychoenergetics for two basic reasons: 2.3. (S/NF) The GRILL FLAME project concluded in 1983 and a report with project findings was sent to congressional intelligence and appropriation committees. The report affirmed the existence of remote viewing phenomenon and recommended that additional research for quantifying and developing remote viewing as an intelligence collection tool be pursued. This recommendation was endorsed by a special Science Panel that met to review GRILL FLAME activities. This panel also affirmed that the SRI research was scientifically sound and urged that basic and applied research in psychoenergetics be continued, its scope expanded, and that other laboratories be involved. (S/NF) The first opportunity to expand psychoenergetics research scope occurred in 1985. The Department of Army's Surgeon General Office for Research and Development (DASGRD) initiated a 5-year research and development program with SRI International to pursue many of the recommendations from the GRILL FLAME report. The SGRD program centered on two main aspects: basic phenomena understanding, and application-oriented research. DIA established close ties with this R/D effort to insure that applications research would be adequately pursued. 2.5. (S/NF) In 1987, it became apparent that SGRD funding for this activity might not be available to carry through to the end of the 5-year period. Consequently, DIA made this situation known to various potential funding sources. The House Appropriations Committee (HAC) assisted in obtaining $1 million in R/D funds in FY 1988 for DIA to continue this effort. A MIPR action to the existing SGRD contract is considered the most expeditious method of allocating this funding. The HAC also requested that these funds be distributed evenly between basic and applied or operational research. 3.0. (S/NF) OBJECTIVE: The objective of this program is to continue investigating an~3eve oping the most productive aspects of psychoenergetics as defined to date in the SRI research. 4.0. (S/NF) SCOPE: The basic scope of this effort will be to pursue areas of research that contribute to psychoenergetics phenomena understanding, and to conduct investigations that have the greatest potential for development of an intelligence application capability. 5.0. (S/NF) TECHNICAL CONSIDERATIONS: 5.1. (S/NF) All research activities and findings over the 15 years of SRI involvement in psychoenergetics shall be brought to bear on this effort. In addition, expertise in multidisciplinary areas throughout SRI shall be made available as consultants or for special support as required. 5.2. (U) Special support, if not available at SRI, can be obtained via SRI consultant or subcontract efforts with prior approval by the COTR. 5.3. (S/NF) This effort will utilize technical review groups, the Scientific Oversight Committee and the Human Use Review Board that has already been established by HQDA far psychoenergetics research under the original 5- year program (ref Enhanced Human Performance Investigations, DAMD17-85-C- 5130) . (S/NF) Reassess previous research and conduct new research to identify parameters and procedures that are responsible for remote viewin occurrence and for enhancing performance. 9 6.1.2. (S/NF) Identify optimum statistical evaluation methods and procedures and prepare appropriate handbooks. 6.1.3. (S/NF) Perform various investigations that assist in identifying fundamental aspects of the phenomena. 6.2? (S/NF) Applications Research: 6.2.1? (S/NF) Develop quantification and evaluation techniques for a variety of operational types of targets. 6.2.2? (S/NF) Conduct multi-series remote viewin special operational targets to determine levels of accuracy as a fu ct on fof operational conditions such as distance, shielding, timing, other factors. 6.2.3. (S/NF) Review and analyze all operational related to identify possible operational limits or qualifiers. projects 6.2.4. (S/NF) Conduct screening of large candidate groups to identify people with high quality remote viewing and related (i.e., search ability. ) 6.2.5. The estimated cost of the service is $1,000,000.00. Procurement of the above by use of procurement procedures by other than full and open competition is necessary because: (1) (U) The contractor is uniquely qualified due to their 15 year history of successful research in this field; (2) (S/NF) The contractor has internationally recognized experts in this field who have direct access to most world-wide research activities on this topic; (3) (U) The contractor has an extensive multidisciplinary staff that can be available for consultation as the need arises; (4) (U) The contractor has an extensive classified data base which has comingled with both government and proprietary data that-is essential for this contract; (5) (S/NF) It would require several years for a new contractor to achieve the present level of expertise and competence possessed by SRI International; this would create a serious delay in phenomena understanding, in applications development, and in understanding potential threat posed by similar foreign activities in this area. (S) BACKGROUND:_ a. (S/NF) In 1985, the Department of Army's Surgeon General Office for Research and Development (DASGRD) initiated a 5-year psychoenergetics research and development program. Research identified for this effort centered or two aspects;basic psychoenergetics phenomena understanding, and applications oriented research. This SGRD program was in response to recommendations that followed from DIA's 3-year GRILL FLAME evaluation effort that examined the validity and threat potential of an aspect of psychoenergetics known as remote viewing. DIA established close ties with this SGRD research program to insure that applications research would be adequately pursued. b. (S/NF) In 1987, it became apparent that SGRD funding might not be available to carry the project through to the end of the 5-year period. Consequently, additional funding was sought by DIA and acquired through funding transfer action by the House Approprations Committee (HAC). This funding is now available in DIA. MIPR action to the existing SGRD contract is the most expeditious method of allocating these funds. 2. (S/NF) DESCRIPTION: a. (S/NF) Expected Capability: This effort will permit both basic and applied research in psychoenergetics to continue. Tasks defind in the classified statement of work focus on those activities that have the highest potential payoff in both basic phenomena understanding and in achienement of new or improved application capability. Progress in both areas will ultimately assist DIA and the Intelligence Community in pursuing operational applications and in assessing the potential foreign threat in this area. b. There are no known similar current or proposed projects. b. (S/NF) Managerial Persepctive: (1) (U) Responsive to PMGM 1984-1988 General Production Guidance II.B.2.a. (2) (S/NF) A prior effort (1981-1983) concerning psychoenergetic phenomena was conducted under Project GRILL FLAME through a DIA contract with SRI International. The main purposes of GRILL FLAME were to evaluate the threat that foreign psychoenergetic achievements could pose to US national security and to explore the potential of psychoenergetic phenomena for use in US intelligence collection and military operational problems. GRILL FLAME included first-hand research and experimentation in the psychoenergetic phenomenon of remote viewing with the goal of attaining sufficient understanding of this phenomenon to permit an informed judgment as to whether to proceed in further study and application pursuits, or to abandon the area entirely. The results of this effort have confirmed the reality of the remote viewing phenomenon and the existence of a potential threat to US national security.
