As a followup to our discussion last Thursday, I just
want to close a few administrative loops with you. Subse-
quent to our discussion and your phone call to General
Soyster, I met with Mr. D'Amato. From my perspective,
we cleared up the immediate issues, and Dick has a current
understanding of where we are in meeting our FY91 Congres-
sional mandates. I pointed out to Dick that our comprehensive
research plan will, indeed, include a balance between
research and operational investigations. Furthermore,
I have tasked our unit to develop a plan for the remainder
of FY91 to focus on operational subjects, proficiency
training, and calibration investigations. This will be
done the week of 24 June.
Consequently, we have no immediate actions with Dick. We
are continuing our full-court press to produce this month
the deliverables on foreign activities and our comprehensive
plan. Our contract is scheduled to be signed 21 June,
and our staff has taken extraordinary measures over the
recent months to expedite this action while still fulfilling
all legal, regulatory, and procedural requirements.
As a final note, I would. like to offer General Wood, you,
and other ICS members that you deem appropriate a briefing
on our current program activities, which would underscore
the fact that we are in full compliance with the FY91

Congressional guidance. I believe the briefing/discussion
would also clearly demonstrate that our staff has been
very proactive and imaginative in fulfilling our requirements.

convenient for all.
