I am sure that you have been informed that during the period of your
kidnapping there was an effort o6de to locate you by psychic techniques.
I supported this effort. From open sources, this effort appears to have
been ineffective.
While I have not been part of any post-operation evaluation of this
attempt, I believe that the effort was ineffective because of problems in
hanaliny psychic inputs and in obtaining feedback from the field. Until
the Department of Defense develops a positive policy of using psychic
inputs, these types of problems will remain.
A second problem area can be addressed with or without a full DoD
policy on the matter. I firmly believe that if properly trained, a
kidnapped victim can silently and effectively act as a beacon for psychic
reception. The training would be brief and sirrple. This is all very
straightforward and well within the knowledge and current -theories of
psychic phenomena.
The concept I propose is called EXTREMIS: EXtrasensory TRacking arid
EMergency Information System.
I would like to discuss EXTREMIS with:you toward the end of having it
included in your recommendations for consideration by the Departments of
Defense and State of steps to take to prepare Americans stationed overseas
who are potential victims of terrorism similar to your kidnapping.
