The conferees support continuation of DIA's specialized HUMINT initiative encompasse the STARGATE program and, following lasts year's practice, including RED funding so that the program may gursue m long research .and operations .plan without constant review adjustment. The conferees direct 'that the Director of OI?~ realign civilian billets within DIA to be dedicated solely to the STARc program.
