(U) PREFACE:
(S/NF/SG/LIMDIS) The Special Activity Report is part of
on-going taskings which provides data in response to a request
from Joint Interagency Task Force-East (JIATF-East) in Key West,
Florida. The data provided in this report will be used by the J2
division in their assessment effort regarding their counterdrug
mission. The information provided in this report was generated
by PAG-TA employing remote viewing (RV) methodologies.
(S/NF/SG/LIMDIS) The data provided in this report is a
series of taskings, which concentrated on a target "vessel". The
results were forwarded to JIATF-East by secure fax. The
JIATF-East evaluation feedback is at Appendix B.
(S/NF/SG/LIMDIS) The methodology used in this activity is
exploratory. Results should not be considered as stand-alone;
but used or evaluated in conjunction with other proven data
sources (HUMINT, SIGINT, IMAGERY, OPEN SOURCE, and/or MASINT).
Generic data (e.g., general shapes) are more reliable than
specific data (e.g. dimensions, names).

(S/NF/SG/LIMDIS) Following are the perceived highlights
from each source. Tasking was: Access and describe target
vessel. Provide name, type, and location.
- (S/NF/SG/LIMDIS) Source A:
-- The target vessel is medium sized and light in color.
It is located south or south east of the United States. The
activity is narcotics smuggling and four to five men are involved
in this scenario. Two of these men are of interest in particular
and are suspected of illegal drug activity. This vessel will
travel in a northern direction in the future in an attempt to
make a connection.
- (S/NF/SG/LIMDIS) Source B:
-- The target vessel is a multi-hulled ship i.e. catamaran
or trimaran. It is white and blue. It has a bizarre or uncommon
motor/engine/energy source.
-- It is somehow related or otherwise associated with
either a produce grower or tree nursery owner west of Miami,
Florida.
-- The concept of sheets of plywood is somehow associated
with this target.
-- The phonetics LAZY GIRL and/or GIRL'S ---- are
associated with the target. It's location is associated with the
term STINGRAY i.e. Stingray cove or Cay or Bay or something like
that.

-- Target vessel could currently be in Central America.
Target vessel can be considered a medium sized ship and has been
involved in illegal activities. Target vessel has dark colors.
Target vessel seems to be inactive now but will be active in the
near future. Target vessel seems to have illegal drugs on board
in the form of cocaine.

(S/NF/SG/LIMDIS) Following are the perceived highlights
from each source. This is a follow-on tasking to Project
(94-270-0) dated 24 Oct 94. Tasking was: Access and describe
location of drugs and packaging.
- (S/NF/SG/LIMDIS) Source A:
-- The drugs are hidden near the upper level down under
the bow on the right side of the vessel. They are in blue
packaging with bands possibly tie twists.
- (S/NF/SG/LIMDIS) Source B:
-- Source B's input for this project will be included in
the project to follow. Project (94-273-0).
- (S/NF/SG/LIMDIS) Source C:
Drugs are located in the "aft" of the ship. Drugs are
wrapped and packaged in plastic bubbles. Drugs are in the form
of cocaine. The drugs could be in brown boxes. Men on the
vessel know that there are drugs on board.

(S/NF/SG/LIMDIS) Following are the perceived highlights
from each source. This is a follow-on tasking to Projects
(94-270-0) dated 24 Oct 94 and (94-271-0) dated 24/25 Oct 94.
Tasking was: Access and describe off-loading procedures and
location.
- (S/NF/SG/LIMDIS) Source A:
-- The target vessel is working toward its final
destination which is toward Florida to its port of call. A
connection is made wherein the drugs will be off-loaded to land
within this time frame. Two male individuals are paramount in
off-loading the said contraband.
- (S/NF/SG/LIMDIS) Source B:
The illegal contraband is located in a number of shiny
railings throughout the vessel. There is a wooden panel located
in the rear of the main compartment which also has something
hidden behind it (sketch 4A).
-- The vessel will off-load in a large maintenance/ repair
marina (one with facilities where a vessel can be pulled under a
garage-looking structure). The railings will have to be
physically removed in order to get at the stuff. The name
STINGRAY COVE or CAY or KEY has come up again.
-- The location of this operation is in the area north of
Key Largo up to the Key Biscayne vicinity.
- (S/NF/SG/LIMDIS) Source C:
-- Vessel could be traveling towards or could be near the
Florida area. Off-loading procedures consist of hauling
boxes/crates off the vessel. Off-loading will occur soon. It
will be difficult to find the contraband because it will be in
similar boxes/crates to others that will not contain contraband.
