Viewer's Estimate
The target site consists of a fenced-in enclosure with one
side partially obscured. There are areas which are overgrown and
uncleared of vegetation reminiscent of weeds and vines. There is
stuff piled up throughout the area. The target feels seemingly
unkept.
There are concentrations of rusty metal, boxes with one end
open, grating and a sharp, piercing smell. Concepts associated
with the target are: heat; smoke; spinning water; movement like
treaded vehicles; parallel marks reminiscent of scrape marks in the
sides of a large, squarish hole in the ground; rubber and series of
uniform "humps".
There is a low building which feels empty and unoccupied (see
sketch on page 3). It has a low, wide opening or entrance on one
side. The walls consist of concrete or brick. There are no
windows. The side is a light color and its appearance is
reminiscent of white paint which has peeled. There is a high wall
which abuts along one side of the low structure and towers over my
head. Other associated features are depicted in the sketch on page
3.

One of the strongest impressions of this target is a square-
shaped hole or compartment with a "lid" which opens and closes (see
sketch on page 2). When closed, the "lid" is even with the ground
surface.
Other objects associated with this target are depicted on
page 1 of the sketches:
la) A series of uniform "humps" or rolls.
ib) A squared, unidentified feature.
lc) A series of cone-shaped objects attached in a row;
reminiscent of a bank of lights.
id) 2 or 3 stacks of long metal rods, tubes or pipes; these
sit behind a low wall or wooden barrier.
le) A "layered" roll.
if) A stack of rectangular sheets of thick material
reminiscent of wood.
Additional concepts and/or objects present at the target are:
- something like and old laundry or mail cart.
- large, circular metal objects reminiscent of conduits or
tanks (see page 3).

PROTOCOL
JOINT COMMUNICATIONS SERIES
This Joint Communications (JC) series will be series of four
(targets) with feedback provided after all four projects are
completed.
The targets will be selected by "CW". At 1000 hours each
day "CW" will focus on one target element as well as any key
dynamic/feeling/sensation/sound/color associated with or implied
by the target content. This "sender" information will be
recorded as part of the target material.
The sender will hold target focus for at least 30-45 minutes
initially at a specific time during the day.
Viewers will initiate their response at 1000 hours, or at
any other time throughout the day. At least two sessions are
desired per target (the latter session for refinement and for
developing target spatial relationship or dynamic/feeling aspects
in more detail). Viewers also have the option of working on the
target during the evening.
All sessions will be summarized as soon as completed. In
the case of evening work, this material will be documented by
0900 hours the following day.
Evaluation of this series will be accomplished on a case-by-
case basis based on a 0-5 scale comparison, and on a blind
ranking procedure. The four targets will be arranged in random
order and forwarded to us after all session data is completed for
the last target. This will facilitate the blind ranking
procedure. Ground truth will be obtained only after the judging
is completed.
