1. (S/NF) As background, the Technology Assessment and Support
Activity (PAG-TA) has been contractually involved with the
Cognitive Sciences Laboratory (CSL), Science Applications
International Corporation (SAIC), Menlo Park, CA since
approximately 1990. The current contract is due to expire o/a
30 June 1994. Monies for the contract should run out o/a 30
April 1994.
2. (S/NF) In anticipation of there being no follow-on
contract, a visit was made by the undersigned and
- Activity Intel Tech, during the period 15-16 Mar
During that visit the CSL's classified holdings relative to
Project STAR GATE and its predecessors were reviewed for
destruction and possible declassification. This office
possesses the listing of the files. Many of the documents go
back to the mid 70s when the data generated was in support of
other DoD elements. The originator was the SRI in Menlo Park.
When the Project was transferred from the US Army to DIA, the
head of the R&D element at SRI brought the documents with him
when he was hired by the SAIC to perform the same function
under the aegis of the DIA contract.
3. (S/NF) In order to keep the skirts of DIA clean in
anticipation of the contract closeout, I have drafted a letter
to forward to Dr. Edwin May, Director, CSL, to insure that any
declassification action is IAW prescribed regulations. In
drafting the letter, I have referenced DIAR 50-2 as my guide.
4. (U) Request that the enclosed letter be reviewed to insure
that I have not missed anything. One area I am unsure of is
the role of the Defense Investigative Service in this matter?
