SUBJECT: PAG-TA Monthly Activity Report - February 1994 (U)
TO: PAG
1. (U) Personnel:
- PAG-TA continues to have three civilian vacancies (two
long-standing and one resulting from retirement in June
93). Our authorized strength remains at 10 with seven
assigned civilian personnel.
- No change in status on our submission for civilian hire
to conduct foreign assessments.
2. (U) Administration:
- Game plan update for move to Building 2845. Cost
estimates from Fort Meade's Directorate of Public Works
forwarded to DAL-2 for action on 30 Nov 93 with info
copies to PAG and DAC-2. DIA action on the cost estimate
was held up due to recent current Congressional
Resolution. With the lifting of the CR, action is now
underway for DAL to MIPR funds to Fort Meade's
Directorate of Public works to redo the floor in Room 111
and to install the authorized door for SCI storage.
DAC-2 will be our focal point for upgrading Room 111 for

SCIF-level activity. Move from our present location is
scheduled for 3rd Qtr, FY94. On-going dialogue with Ft.
Meade/DIA points of contact (DA/DC) continues.
Other steps underway with regard to our move include: the
forwarding on 9 Feb of the approved DIA Form 520 for new
furniture to DAL-2B; conduct of the asbestos test by the
Fort Meade engineers of Room 111 (secure area) prior to
repainting; conduct of a walk-thru to ascertain the
status of previously submitted work orders and work
accomplished to date; meeting with representatives from
the Property Book office, Directorate of Logistics,
regarding the status of property hand receipted from Ft.
Meade and to obtain information regarding the turn-in of
axcess equipment.
3. (U) Training:
- 31 Jan-11 Feb 94: ttended the National
Intelligence Course a .
- 23-25 Feb 94: : 1 -1 attended the capitol Hill
Workshop: A Puis o y Seminar.
4. (U) Travel:

5. (U) Transportation/Logistics:
- Feb 94 mileage report forwarded to DAL-2 on
3 Mar 94.
- Activity facilities continue to be "spruced up".
6. (S/NF/WN/SG/LIMDIS) Operations:
- 3 Feb 94: Briefed members of the Special Access Program
Oversight Committee chaired by the DD. Briefing focused

on a STAR GATE project update and the impact of the
project losing its LIMDIS protection. The DD stated that
if the LIMDIS caveat were removed because of changes in
DoD regulations our program would revert to SAP status.
A background paper and copies of slides were provided for
the read-ahead book.
- 8 Feb 94: Forwarded to P-FM this Activity's multi-year
Research Program and Peer Review Plan for Project SGFOIA3
STAR GATE in response to a CDA.
- 8 Feb 94: Responded to a FOIA request from
- 10 Feb 94: Attended the monthly STIC meeting.
- 14 Feb 94: Proficiency training program established for
personnel assigned to the conduct on operational
activities. Training program consistent with latest
Activity directive for in-house training activities.
- 15 Feb 94: Provided LTC Jim Felty, DP-241. DOE, with
Activity publications concerning Soviet (Russia)
unconventional technology research, and its update; and a
copy of our publication on behavior modification device
development.
- 15 Feb 94: Responded to DR's question as to what
prompted briefing to the Under Secretary of the Navy.

- 15 Feb 94: Provided a STAR GATE briefing to
Deputy Director for Operations and
Inves'iga ions, US Army Foreign Counterintelligence
Activity, Ft. Meade, MD. Follow-on briefing and
discussions with their Chiefs for Operations and
Investigations will take place during March 94. SAR
prepared and forwarded to PAG.
