MEMORANDUM FOR DIRECTOR, DEFENSE INTELLIGENCE AGENCY
SUBJECT: Request for the Establishment of a Special Access Program (U)
(U) This is in response to the 14 March 1985 memorandum (S-72/DT) from your
Assistant Deputy Director for Scientific and Technical Intelligence wherein a
request is made for the approval of a new Special Access Program.
(C-SK) The SUN STREAK (U) Special Access Program is approved effective on 30
March 1985. The codeword SKEET has been assigned to designate the particularly
sensitive aspects of the information described in the referenced memorandum.
The codeword is classified Confidential and may be disclosed only to those
persons having access to SKEET information.
(U) As a matter of information, on 28 November 1984, the DUSD(P) issued a
revised Chapter XII, DoD 5200.1-R, "Information Security Program Regulation"
that modifies the procedures pertaining to Special Access Program approvals. A
copy of the revised Chapter is attached; its provisions should be followed in
future requests of this nature. In the event a nickname under this new system
is desired, it is requested that your point of contact for the Program discuss
the matter with Mr. Anthony G. Mitchell, my Deputy Director for Information
Security and Special Programs. Mr. Mitchell may be reached on 694-0578.
(U) It is requested that a copy of the security classification guide and at
least a summary statement of Program security requirements be provided to
Mr. Mitchell.

SUBJECT: Revised Chapter XII, "Special Access Programs,"
DoD 5200.1-R, "Information Security Program Regulation"-
Pursuant to the authority contained in paragraph E.1.a., DoD
Directive 5200.1, "DoD Information Security Program," I am
revising DoD policy and procedures with regard to DoD Special
Access Programs as reflected in the attached new Chapter XII of
DoD 5200.1-R. The revised Chapter XII is necessary to satisfy
General Accounting office concerns and is the result of earlier
formal coordination and subsequent discussion with the DoD Spe-
cial Access Program Working Group. It is effective immediately.
It is requested that this memorandum, or its essence, and the
attachment be disseminated to all of your security managers and
Special Access Program managers, as well as to any others who
may have a need for it.
A regular change to DoD 5200.1-R, incorporating the attachment,
will be issued in the future through the DoD Directives System.
